    We have received a Gateway determination from the Department of Planning & Environment to exhibit the Planning Proposal for Nos. 8, 10 and 12 Narabang Way, Belrose.

    The Planning Proposal proposes to rezone the southern part of these properties from E2 Environmental Conservation to B7 Business Park, under Warringah Local Environmental Plan 2011. This is in recognition that the land does not meet the criteria for the application of the E2 zone, that is, land which comprises high ecological, scientific, cultural or aesthetic values.

    The Minister for Planning has delegated authority to Council to make a Local Environmental Plan to implement the Planning Proposal should it be supported by Council.

    We are seeking comments on the proposal in accordance with the requirements of the Gateway determination.

    Council recommended at a meeting on 23 August 2016 to include numbers 10 and 12 Narabang Way in the Planning Proposal in addition to number 8 as they are already developed under the previous planning instrument for the site, Warringah Local Environmental Plan 2000 (WLEP 2000). Accordingly, the site no longer meets the objectives of the E2 zone; being land with high ecological, scientific, cultural or aesthetic values.

    At the meeting the Administrator resolved the following -
    A. To submit the Planning Proposal for 8, 10 and 12 Narabang Way, Belrose to the Department of
    Planning and Environment for a Gateway determination.
    B. To request to exercise delegation from the Minister of Planning under Section 59 of the
    Environmental Planning and Assessment Act, 1979 regarding the making of local
    environmental plans in relation to this planning proposal.
    C. Publicly exhibit the Planning Proposal in accordance with any Gateway approval granted by

    We received a total of 28 submissions during the preliminary exhibition period.

    We are now reviewing the submissions and aim to report the matter to a Council meeting during the second half of August 2016. This will be confirmed once the Council meeting agenda is published online.

    If the planning proposal is accepted by Council and then successfully proceeds through the Gateway Process at the NSW Department of Planning & Environment, it will be re-exhibited for further public comment.
