  • Design Consultants appointed

    We're pleased to advise that after an extensive two-stage tender process the design consultants have now been appointed to this project.

    A public request for tender was advertised, being stage one of the tender, from which a shortlist of five tenderers were chosen to proceed to the second stage.

    The feedback provided by the community during May and June 2017, along with the feedback from the first two working group meetings was provided to the shortlisted tenderers.

    This information together with a scope of works provided by Council, enabled the design consultants to prepare a preliminary design based on their interpretation of the brief.

    The appointed design consultants, Adriano Pulpilli Architects of Manly, will now work collaboratively with the working group to further develop their interpretation of the tender brief to deliver a draft concept design.

    We anticipate the draft concept designs will be presented to Council for endorsement late 2017, prior to an extended engagement period commencing early 2018.

    The next phase of community consultation is currently underway following the recent appointment community members to the Long Reef Surf Life Saving Club Working Group.

    We received a total of 24 working group nominations, from which 13 members were appointed to represent the following segments of the community:

    • Long Reef SLSC Exec Committee
    • Board Riders Group
    • Manly Surf School
    • Local Residents
    • Environmental groups
    • Surf Life Saving Sydney Northern Beaches
    • Key user/hirer
    • Local Community Rep (incl Youth)
    • Save Long Reef

    The working group meetings and community engagement activities to-date have informed the tender processfor the appointment of the design consultant.

    Council is now in the second stage of this tender process, in which shortlisted tenderers are asked to prepare concept design based on the feedback from the community, Long Reef Surf Life Saving Club and Council.

    It is expected to proceed to Council for approval to appoint a design consultant in October 2017. The appointed design consultant will then work collaboratively with the working group to further develop the draft concept plans.

    We're inviting members of the community to submit ideas on the renewal of Long Reef Surf Life Saving Club, which will be provided to the consultant for consideration in concept design.

    We're holding three drop in sessions, where community members are able to share their thoughts on this project with one of the project team.

    • Saturday 3 June - onsite at Long Reef Surf Life Saving Club - 11am-1pm
    • Wednesday 7 June - Council Offices, Civic Centre, Dee Why, Flannel Flower Room - 6-8pm
    • Sunday 18 June - onsite at Long Reef Surf Life Saving Club- 9-11.30am

    Over the past decade we have worked with Long Reef Surf Life Saving Club and the community to renew the club building. To date, none of the previous proposals were accepted by all parties, and as such this project aims to develop a suitable solution for all.

    2005 – Long Reef SLSC and Surf Life Saving Northern Beaches submitted a development application (DA), that was refused due to deficiencies with the application. The club did not proceed with this DA.

    2007 – Council engaged Stutchbury & Pape Architects to prepare a concept plan for the redevelopment of the LR SLSC.

    2008 – Community Engagement was undertaken based on the Stutchbury & Pape Architects concept plan.
    2010 – Eeles Trelease Architects were engaged by Council to prepare a detailed concept plan with elevations and 3D images.
    2010/2011 – A new community engagement process was undertaken based on the Eeles Trelease Architects concept plan.
    • A report detailing the feedback on the Public Display Period for the concept design was prepared for the Council meeting on 22 February 2011. Council resolved to agree to the lodgement of a DA generally consistent with the building envelope as shown on the Concept Design shown during the public display period and to proceed to detailed design.
    • Council resolved to accept further public submissions sent to the former Mayor of Warringah following a separate community engagement process.
    • Straight Talk (a 3rd party facilitator) was engaged to facilitate a meeting on Thursday 9 June in an attempt to find common ground on the project.
    • The “Save Long Reef Coalition” group in partnership with Jo Gillies Architect prepared an alternative concept design for the existing site.

    • Council resolved in the Extraordinary Council meeting on 7 June 2011 to suspend all actions in relation to the Long Reef Surf Life Saving Club redevelopment concept plan.
    2017 – Long Reef SLSC approached Council to seek support to reactivate the renewal of the Long Reef SLSC clubhouse and associated community facilities.
