We have undertaken a review of our Development Contributions Plan. The draft Plan amendment (otherwise known as Dee Why Town Centre Development Contributions Plan)proposes to increase the levy paid by developers for new development in the Dee Why Town Centre to help fund high priority infrastructure works identified in the Dee Why Town Centre Masterplan (2013).

  • Development Contributions for Dee Why Town Centre

    The former Warringah Council resolved to endorse a 5% Section 94A Levy for the Dee Why Town Centre at its meeting on 24 November 2015. The increased Levy cannot be changed without Ministerial approval and the process to obtain that approval is not clearly established. This has resulted in significant delays.

    At Council’s meeting of 25 July 2017, Council resolved to prepare a draft Section 94 Plan for Dee Why Town Centre in place of the proposed amendment to the current Section 94A Plan. The Minister’s approval is not required to implement a Section 94 Contributions Plan provided the plan meets certain stated criteria.

    In January 2017, the Department of Planning and Environment requested Council provide further feasibility analysis for the proposal. Council’s consultants are currently preparing that information for submission to the Department.

    In January 2016, Council made a submission to the Minister for Planning seeking an amendment to the Environmental Planning and Assessment Regulation 2000 to permit the commencement of a draft Warringah Development Contributions Plan (2015) (Amendment 1), including a 5% Section 94A levy for the Dee Why Town Centre.

    The Department has not provided an estimated date for delivery or decision on the submission.

    The exhibition period closed on 1 November and two submissions were received.

    The results of the exhibition are being reported to the next Council Meeting, Tuesday 24 November.

    If adopted by Council, the proposed changes will be forwarded to the Department of Planning for final determination.

    Funds raised through this levy will help fund high priority infrastructure works identified in the Dee Why Town Centre Masterplan (2013). These works will help ensure that Dee Why is an attractive, liveable and thriving centre, featuring new community facilities, attractive streetscapes and new open spaces.
