In response to the NSW Government investing significant public infrastructure in Frenchs Forest, Warringah Council applied for funding from the NSW Government to ensure that appropriate consideration was given to the long term planning of the area.

Northern Beaches Council, on behalf of NSW Planning & Environment, is preparing a Precinct Structure Plan for the area around the new Northern Beaches Hospital, to guide future development.

  • Council Adopts the Northern Beaches Hospital Precinct Structure Plan

    We would like to thank all those who attended and participated in the Extraordinary Council Meeting and the Question and Answer Session on Tuesday 1 August 2017. Over 36 speakers addressed Council staff and/or the Administrator on the night and we appreciate the time and effort that went in to reviewing the Structure Plan Report and preparing the questions that were raised.


    At the meeting, the Administrator resolved to:

    A. Adopt the Northern Beaches Hospital Precinct Structure Plan to provide the strategic land use planning framework for Frenchs Forest.

    B. Submit the Northern Beaches Hospital Precinct Structure Plan to the NSW Department of Planning and Environment to facilitate the phased rezoning process through an amending State Environmental Planning Policy (SEPP) process.

    C. Review the Northern Beaches Hospital Precinct Structure Plan every five (5) years to monitor
    and evaluate progress and implementation.

    D. Prepare and exhibit the following documents in accordance with the planning framework
    identified in the Northern Beaches Hospital Precinct Structure Plan:
    a. Amendment to Warringah Development Control Plan 2011.
    b. Urban Design Guidelines.
    c. Section 94 Contributions Plan.
    d. Infrastructure Plan.

    E. Work with the NSW Department of Education to prepare and exhibit a Masterplan for Aquatic
    Reserve to deliver a state-of-the-art education and recreation precinct at Aquatic Reserve in
    Frenchs Forest.

    F. Commit to a 15% affordable rental housing target as part of any redevelopment of the future
    town centre at Frenchs Forest and a 10% target applicable for the remaining rezoned area.

    G. Apply for a Green Star – Communities rating for the Frenchs Forest precinct.

    H. Continue to lobby the NSW Government for an east-west rapid transit system with an
    interchange incorporated into the development of the future town centre at Frenchs Forest
    and for the delivery of integrated public transport connections as part of the proposed
    Beaches Link tunnel.

    I. Provide a buffer area for all re-zoned land that immediately adjoins land not subject to rezoning
    to ensure adequate amenity, building setback and landscaping.

    The resolution allows Council to proceed with the implementation of the Structure Plan in collaboration with the NSW Department of Planning and Environment. This includes the preparation of additional documents to provide more detailed development guidelines for the precinct.

    Updates will continue to be provided throughout the implementation of the plan.

  • Northern Beaches Hospital Precinct Structure Plan - Council Meeting Notification

    After completing a comprehensive review of all the submissions received during the public exhibition period, Council conducted additional research and traffic modelling to further inform the Structure Plan preparation. Based on the feedback from the community, important changes have been proposed to ensure that the vision of a vibrant strategic centre in Frenchs Forest is achieved.

    The Hospital Structure Plan Team are pleased to announce that a report regarding the Hospital Structure Plan will be presented to an Extraordinary Meeting of Council on Tuesday 1 August 2017.

    Please note that this Extraordinary Meeting of Council will be held at Glen Street Theatre (details below). At this meeting there will be a presentation, followed by a Q&A session.

    After an extensive 3 month public exhibition the consultation period for the Northern Beaches Hospital Structure Plan came to a close on Tuesday 28th February 2017. Council’s engagement activities were extremely well attended throughout the exhibition period. Over 1,000 people attended nine Community Drop In Sessions. These provided opportunities for the community and stakeholders to discuss the draft Structure Plan.

    The public exhibition resulted in Council receiving over 1000 submissions. We appreciate the effort and time everyone has taken to provide comment.

    The Project Team will now review all of the submissions and consider the extensive feedback during the evaluation phase of the draft Structure Plan. It is expected that a report will be presented to Council in mid-2017.

    On Wednesday 30 November 2016 Council held an Extraordinary Meeting seeking Council’s endorsement to publicly exhibit the Draft Northern Beaches Hospital Precinct Structure Plan.

  • Hospital Structure Plan Update - Message from the Administrator

    Council has been working with residents and other key stakeholders to finalise the Draft Hospital Precinct Structure Plan. This update is to ensure everyone is informed with the latest information available.

    Throughout the precinct planning process and review of existing land uses the community has maintained that a new strategic centre in Frenchs Forest needs to be supported by a vibrant urban core. This includes new and/or enhanced educational facilities and an appropriate level of community infrastructure to support any future population growth.

    The planning for the area also involves consultation and approval from a number of State Government departments. Ultimately, Council cannot finalise the draft structure plan without their agreement.

    Whilst Council has been working continuously with these Departments, we have been unsuccessful in reaching agreement about the best way forward. This is a complex matter and any increase in the density of the precinct has major financial implications for a number of the agencies involved. Without this Council has no choice but to defer the finalisation of the Draft Hospital Precinct Structure Plan and also defer the report that was scheduled to be presented at Council’s next meeting on 27 September.

    The State Government Departments have been supportive of Council’s work to date and in particular the review of existing land uses.

    It is imperative that both the existing and future population of Frenchs Forest have access to suitable high quality facilities and services.

    Council understands this delay impacts upon many local residents and the wider community and we acknowledge these delays are frustrating. However, in good conscience Council cannot put forward a Draft Hospital Precinct Structure Plan that does not provide for an appropriate level of infrastructure for our community and its future.

    Residents can be assured that this matter continues to receive the highest priority and we will continue to work to ensure the most appropriate outcome is achieved.

    We will continue to update this project page as more information becomes available.
