Background

Whistler Street and Central Avenue are the next stage to the Manly CBD upgrade works, with works already completed in The Corso, Raglan Street, Sydney Road, Henrietta Lane and Manly Plaza.

The works on Whistler Street and Central Avenue consist of streetscape upgrades, paving treatments, new street furniture and paving to alleviate pedestrian pinch points on pathways.

The former Manly Council developed and exhibited the Manly 2015 Masterplan and it was included in the Community Strategic Plan (CSP). The intention of the Masterplan is to build on the existing village character and opportunities that Manly presently enjoys as a vibrant bustling beachside town and tourist destination. The vision for the Manly Masterplan is to ensure that Manly moves into the 21st century as a compact urban village in beautiful natural surroundings and a prosperous, sustainable, vibrant place with improved liveability and community amenity.

RFT 2017/034 was issued on 25/02/17 and closed at 2pm on 23/03/17.

Updates

Following the recent completion of beautification upgrades to Whistler Street Car Park, we have now commenced much needed structural remediation works to remove deteriorated concrete edges on all of the car park levels.

These works require a full external perimeter balustrade replacement and remediation of the concrete edge.

How will these works impact me?

During the works there will be temporary closures and loss of parking to all levels as the works take place over three stages.

These works are expected to be complete by end of October 2019. During this time, we encourage the use of Council's other parking stations located in Central Avenue and Wentworth Street.

Night works may be required to carry scaffold and hoarding works and on occasions there will be some early morning deliveries for bulky materials.

How will these works impact my business?

Council and the contractor will be working closely with businesses to help minimise impacts of noise and dust from the works where possible. We encourage potentially impacted businesses to contact Council on the details below.

Following on from our recent Manly CBD streetscape upgrades, we are now about to commence beautification upgrades to Whistler Street carpark.

The upgrade includes

  • Pressure washing and painting
  • Line Marking
  • New signage
  • Electrical upgrades
  • Maintenance works
  • Amenity upgrades

How will these works impact me?

During the works there will be temporary closures of parking bays and parking levels as required.

Night works are required to carry out line marking, cleaning and electrical works.

Work that was scheduled to commence on Monday 26 March along Belgrave Street and Sydney Road, Manly has been delayed due to wet weather and contractor availability. Work will now start after the Easter long weekend.

We apologise for the delay in commencing the work and will keep you posted though the usual channels.

Following a site review of all marked ‘live’ utilities and services along Belgrave Street between Raglan St and Manly Town Hall, we have now developed a plan identifying possible locations for tree installations.

What size will the trees be?

The new trees will be 200lt with 1.8m of clear trunk before foliage.

Project Timing

Due to the timing required to review possible tree locations, the paving works have been delayed to 26th March (weather permitting).

Between March and June 2018 we will be undertaking the next stage of the Manly CBD upgrades, with the installation of new granite paving along Belgrave Street.

The works will be completed in stages moving along Belgrave Street and consist of:

  • The removal of street furniture and signage and the demolition of existing pavement.
  • The construction and pouring of a concrete binding slab and the rectification of Telstra pits.
  • The laying of granite paving.
  • The cleaning and sealing of pavers and reinstating street furniture and signage.

There will be minor disruptions to both traffic and pedestrians whilst the works are undertaken. Traffic control will install safety barricades to redirect pedestrians and coordinate temporary parking closures. However, Council and the contractor will be managing this closely to ensure access to businesses and pedestrians is maintained at all times.

The project team will work with the contractors and will also be onsite regularly liaising with businesses, the public and residents during the works.

These works are scheduled to commence 10 July 2017.

These upgrade works will complete links with the previously upgraded Raglan Street, Sydney Road and Manly Corso.

How will these works impact me?

To help minimse disruptions, these works will be delivered in stages.

There will be minor disruptions to both traffic and pedestrian access during these works. Council and the contractor will be working closely to ensure;

  • Minimal disruption and access to businesses
  • Pedestrian access is maintained
  • Businesses receive regular project updates

The completed works will not change current traffic conditions in Whistler Street or Central Avenue however, there may be temporary impact on parking during these works.
