Meriton Development Site (Site B) - Howard Avenue, Dee Why

Meriton are planning to construct a new development in Dee Why, including two residential towers, retail space, a town square and pedestrian link, on the site previously known as the ‘Brookfield Multiplex Site’ or ‘Site B’.

This development is based on amendments made to the planning controls in 2008. The establishment of the new town square was a condition of the 2008 voluntary planning agreement in conjunction with the decision to allow the increase in building tower height. The town square is to be publicly accessible and available for use by Council several times a year.

    We have received amended plans for this Development Application for construction of a Mixed Use Development comprising retail, commercial and residential uses and a child care centre.

    The amended plans can be viewed online and include a proposed increase in parking and a number of internal alterations.

    You can make a submission:

    The Northern Beaches Council will assess the application. However, the Sydney East Joint Regional Planning Panel (JRPP/Sydney Planning Panel - North) is the consent authority.

    We understand the excavation works are scheduled for a further 5-6 months. If you have any any issues relating to noise, dust and water pollution, contact Meriton's Private Certifier, AED Group on (02) 9571 8433.

    The Stormwater Division Works in Howard Avenue are scheduled for completion mid-November 2016. If you have any concerns regarding these works contact Stephen Todd Contractors (NSW) on (02) 9439 0299.

  • Emergency Works Oaks Avenue

    Meriton is required to carry-out emergency works to repair a section of the hoarding along Oaks Avenue.

    Pedestrian access and street parking on the northern side of Oaks Avenue has been fenced off to ensure the safety of the public.

    The works will require pedestrians to walk on the southern side of Oaks Avenue while works are carried out and the parking area has been closed to protect the public while the area is made safe.

    Council has ordered Meriton to undertake this work as an emergency and we are hopeful that public impact will be minimised.

    This Development Application is identical to the previously submitted DA2016/0042. It has been re-submitted due to a technical matter identified within the Warringah Local Environmental Plan 2011.

    Meriton have now commenced the stormwater works in Howard Avenue. The works will result in temporary traffic changes. Traffic changes include alterations to parking restrictions and the relocation of the pedestrian crossing and taxi stand.

These works, approved by Sydney Water, include road works on the northern side of the roadway between Pittwater Road to 10 Howard Avenue. The sewer works will be undertaken at night and are expected to take approximately 3 weeks.

    Meriton will then commence their stormwater diversion works including the installation of a stormwater pipe from 29 Howard Avenue to the intersection of Pittwater Road. These works will take up the southern lane of Howard Avenue and are expected to take a further 8 weeks.

    The works will be carried out by Stephen Todd Contractors (NSW). The site contact for the initial night works (from 8pm-5am) is Peter Martin 0433 331 255.

    Voluntary Planning Agreement
    At the 29 March 2016 Council meeting, Council endorsed the Deed of Amendment to the Voluntary Planning Agreement (VPA) between Warringah Council, Karimbla Properties (No.41) Pty Ltd and Meriton Properties Pty Ltd. The Deed of Amendment was signed by all parties on 6 April 2016.


    Council will now work with Meriton to ensure that the public benefits under the VPA are delivered to the community.

    Development Application
    The Development Application (DA2016/0042) relating to the site is a separate process to the VPA. Council is currently assessing the application and will prepare an Assessment Report for the Joint Regional Planning Panel (Sydney East), who are the consent authority for this application.
