  • Works Update October

    2 days ago

    Lanskey Constructions Pty Ltd is the principal contractors undertaking the project on behalf of Council, within the next two weeks we will see the plaza transforming as it nears completion.

    Paving works are now 95% complete, paving around the garden beds and light poles will be finished once installed.

    The Sandstone for the garden beds is now onsite and will be installed this week. Once installed the low level seating will be fixed to the stone.

    Drinking Fountain, bike racks and street furniture will be installed in the next weeks.

    Garden beds will start to be cultivated in preparation for the delivery of the seven mature Crepe Myrtle trees next week then landscapers will continue planting out the garden beds.

    Electricians have stood the light poles and will be back on-site once all trees have been installed and paving complete to finish the plaza lighting. This involves installing the five luminaires to the top of the poles, installation of the support arms for the festoon lighting and installation of the lighting.

    Once all Landscape works, paving works and mechanical works complete the plaza will be cleaned down ready for the public to enjoy.

    Demolition of paving, garden beds and walling are now complete for Stage 1. The contractors have now removed the subbase and are ready for the new granite paving.

    Tree health
    As part of the upgrade works, an independent arborist's report was undertaken on the health of the existing five trees. The report identified that the existing trees are in poor health, have a short life span and pose risk to public safety. Unfortunately, due to the findings, the trees have now been removed.
    The previous trees will be replaced with five healthy specimens including three crepe myrtles and two water gums. However this process has now delayed the project by one week.

    What’s next?
    As part of this project, we are upgrading the lighting, plumbing and installing a new drinking fountain. These works will commence in the coming week.
    We will also be continuing with preparation of sandstone walls layout and footings. Once this is complete, we can progress with preparing the area for paving works.

    During the works for the Balgowlah Plaza Revitalisation—which has included removing existing garden walls, paving and sub-base—we have uncovered structural issues with the roots of the existing five Celtis Australis - European Nettle trees within the plaza.
    Council has engaged an independent arboriculturist who has confirmed that these trees were planted within close proximity to old existing concrete footings and slabs—beneath the pavers in the sub-base—causing shallow tree root growth. The state of the roots is jeopardising the health and safety of the trees.
    Due to the instability of the roots, the trees cannot be retained. Unfortunately these trees will need to be removed as they pose a safety risk to the public and have a limited life span. The five existing trees will be replaced with six 4.0 metre tall “Coral Red Crape Myrtles” and two 3.0 metre tall “Luscious Water Gums”.
    Moving forward the existing trees shall be removed by specialist contractors and the replacement trees will be planted once all the ground works are nearing completion to minimise damage to the new trees

    The project is anticipated to take approximately eight (8) to ten (10) weeks from site establishment, weather permitting.

    The works include
    • Demolition of existing garden beds and removal of existing pavers
    • New paving throughout
    • New garden beds within stone faced walls with bench seating
    • New Plaza lighting, landscaping and drinking fountain.
    How will these works impact me?

    During these works, pedestrian access to the footpath and business entrances will be maintained, there will be some disruptions to pedestrian access and vehicle traffic along Sydney Road at times i.e. delivery of materials, access adjustments etc. Council's contractor will endeavour to minimise these impacts during the works.

    Noise and dust control measures during the construction works will be maintained by the contractors.

    At the Council meeting on 28 March 2017 community feedback on the Balgowlah Plaza Revitalisation plan was received and council approved the revised plans which will now go to public tender for the construction.

    In October 2016 we consulted with the community on draft design plans for the revitalisation of Balgowlah Plaza. During consultation, the community identified some minor changes to the designs which were then included in the revised design plans that went to Council 31 January 2017.

    The Balgowlah Plaza Revitalisation project is designed to create an improved, safe, friendly public space for the local community within the Balgowlah shopping precinct on Sydney Rd, Balgowlah.

    The upgrade will create a connected public space that will attract a greater mix of retail and dining mix, as well as provide opportunities for the local community and business to meet, gather and promote their activities. This in turn will ensure that the shopping precinct will become more economically resilient and community focused into the future.
