During construction periods we require developers and builders to lodge an application to place hoardings and scaffolding on and or near road reserve. These applications are reviewed by Council to ensure structures are suitable.

The application process varied across the Local Government Area and required a harmonised approach to erecting hoardings and scaffolding. The harmonised policy was exhibited between 5 October and 1 December 2020.

The Placing of Hoardings and Scaffolding at Construction/Demolition Sites was adopted at the Council Meeting held on Tuesday 23 March 2021.


One policy for hoardings and scaffolding

The policy will apply across the whole Local Government area and give force to Hoarding Guidelines*, which include evolving methodologies and best practice.

The policy captures the legislative requirements associated with hoardings and scaffolding in one simple document, which would otherwise be set out in different sections of different Acts (i.e. Roads Act and Local Government Act).

Policy Principles

The policy outlines the following principles by which it will be administered:

  1. Hoarding Permit Application
  2. Granting an approval
  3. Amending an existing approval
  4. Enforcement of approval
  5. Revoking the approval
  6. Cost recovery.

*Note: Guidelines are currently under review and will be updated to provide further opportunity to improve visual amenity.
