Important information relating to Manly resident and business parking permits

Current Manly Parking Permits will remain valid until the new permit scheme is introduced.

The introduction of the Manly Parking Permit Scheme has been postponed until the proposed amended fees are endorsed by Council.

We will notify permit holders by email with instructions for renewal at least four weeks before applications open for the new scheme.

Parking Permit Scheme Framework adopted at Council

At its meeting of Tuesday 17 December Council adopted the Manly Parking Permit Scheme Framework - December 2019 as per the resolution that:

1. Council note the feedback received during the public exhibition period for the Draft Manly Parking Permit Scheme Framework and the Manly Parking Permit Scheme – Revised Framework.

2. Council adopt the Manly Parking Permit Scheme – Revised Framework:

A. Enabling the number of Residential Permits to be two per eligible residential property with a third permit to be assessed in extenuating circumstances under the delegation of the Chief Executive Officer.
B. Enabling the number of Residential Permits to be 1 per bedroom in eligible Boarding Houses.
C. Introduce a single Multi-use Parking Permit linked to the property to facilitate trades, visitors, etc.
D. Introduce a Business Parking Permit with an eligibility of one per business.
E. Introduce a Support Worker Permit to eligible support worker vehicles.
F. Introduce a Car Share Permit to eligible car share vehicles.
G. Introduce a Special Issue Parking Permit to eligible charities, schools, volunteers and not for profit services at the discretion of the Chief Executive Officer.

3. The fees for the Parking Permit Scheme for Manly as printed in the Fees and Charges 2019/20 which was adopted by Council on 25 June 2019 be amended as follows:

A. The existing fees applied from 1 July 2019 continue in operation until 17 December 2019.

B. The New Parking Permit Scheme (Table 1 in financial considerations) fees commence operation on 18 December 2019.

4. The amended fees for Parking Permit Scheme for Manly (Table 2 in Financial Considerations) be place on exhibition for a minimum of 28 days and be reported back to Council along with any submission.

5. Review the operation of the:

A. Multi-use Parking Permit after the first 12 months of implementation.

B. Residential Permit scheme prior to the expiry of the first 3-year cycle.

    Manly Parking Permit Scheme Revised Framework (draft) next steps:

    1. Submissions reviewed and considered
    2. Revised Manly Parking Permit Scheme Framework presented to Council for adoption
    3. A community engagement report will be included in the Council papers
    4. Draft fees associated with the multi-use parking permit and special issue parking permit to be included in the proposed amendments to the 2019/20 Fees and Charges for Council consideration
    5. Implementation anticipated for mid 2020

    Revised Framework (draft) exhibition closed

    Council has worked closely with community groups and stakeholders to clarify key elements of the Manly Parking Permit Scheme. Changes have been made to clarify the number of parking permits residents will be eligible for and to simplify visitor and tradesperson permits.

    The revised framework will be specific to the Manly Parking Permit Scheme and includes:

    • eligibility for residents to apply for two permits tied to vehicle registration, regardless of available off street parking
    • eligibility for residents to apply for an additional permit in extenuating circumstances (to be reviewed in three years)
    • a proposed multi-use permit on application that can be used by visitors, tradespeople and carers (to be reviewed in 12 months)
    • eligibility for businesses to apply for one permit (registered to the business or business owner).

    The fees and charges previously adopted by Council currently apply to resident, business, support worker and car share parking permits. The fee proposed for the multi-use parking permit will be presented to Council for endorsement.

    Summary of clarifications to the framework

    Multi-use permit

    (To be reviewed in 12 months)

    The introduction of a multi-use parking permit is proposed to replace visitor, trades-people and carer permits.

    The proposed fee that will apply for the multi-use parking permit will be presented to Council for exhibition.

    One per eligible property.

    Permanent residents only. Proof of residency is required.

    Business parking permit

    A business parking permit exempts a business vehicle from time limits in spaces signposted 'permit holders excepted’.

    One permit per eligible business.

    Business permits will only be issued to vehicles registered in the name of the business or the name of the proprietor.

    Business registration required to be presented.

    Special issue parking permits (charity, schools, volunteer and not for profit services)

    Provision for special issue parking permits to exempt them from time limits in spaces sign posted ‘permit holders excepted’.

    Based on the needs of the organisation.

    Issued at discretion of CEO based on applications made in writing.

    Car share parking permits

    (Remains as proposed in the draft Northern Beaches (Manly) Parking Permit Scheme Framework – October 2019)

    A car share parking permit will be available to car share providers to continue to provide shared vehicles where existing schemes are operating.

    Various based on the needs of the organisation.

    All car share vehicles must be registered to the car share company and the vehicle registration number will be printed on all car share parking permits.

    Support worker parking permits

    (Remains as proposed in the draft Northern Beaches (Manly) Parking Permit Scheme Framework – October 2019)

    A parking permit may be issued to a service provider who provides in-home support services to a resident living in an RMS approved parking permit scheme area.

    Various based on the needs of the organisation

    Accredited support worker organisations must apply on behalf of support worker staff.

    Independent support workers must demonstrate to the satisfaction of Council, that they are providing support services on behalf of an approved support worker organisation.
