Centre of Excellence now open

Under Section 47 of the Local Government Act 1993, we gave notice of our intention to enter into a Construction Lease, Agreement for Lease and subsequent Ground Lease with Manly Warringah Sea Eagles Limited (MWSE) over Council-owned community land to enable the construction and operation of a Centre of Excellence and grandstand at Brookvale Oval.

The Centre of Excellence includes a new 3000 seat undercover grandstand, food and drink facilities, a state-of-the-art gym, rehabilitation pools and multipurpose education facilities.

We gathered feedback on this proposal between 11 August and 10 September 2020 and received 20 submissions.

A Report to Council was presented on Tuesday 29 September 2020 that included a summary of the consultation. At the meeting, Council resolved to enter into a construction lease and agreement for lease for a Centre of Excellence at Brookvale Oval with the Manly Warringah Sea Eagles Limited.

Council also resolved to apply to the Minister for Local Government for consent to grant the proposed long term Ground Lease Agreement. Minister's consent was granted in September 2021.

Construction works are completed and the new grandstand and Centre of Excellence are now open.

Background

Manly Warringah Sea Eagles secured Federal and State funding to build a Centre of Excellence and a new 3000-seat grandstand located at the northern end of Brookvale Oval.

The upgrade proposed to include disability access and seating, new toilets, female changing rooms and a community space, as well as a state-of-the art gym.

On 25 February 2020 Council resolved in accordance with Section 55(3)(i) of the Local Government Act 1993 (LGA), to enter into a direct arrangement with Manly Warringah Sea Eagles for the lease of land at Brookvale Oval.

The Development Application (DA2019/1190) for construction works of the Grandstand and Centre of Excellence at Brookvale oval was approved by the Sydney North Planning Panel 29 July 2020.
