Outcome of Council meeting
At its meeting on Tuesday 29 September, Council resolved to enter into a construction lease and agreement for lease for a Centre of Excellence at Brookvale Oval with the Manly Warringah Sea Eagles Limited.
The Centre of Excellence includes a new 3000 seat undercover grandstand, food and drink facilities, a state-of-the-art gym, rehabilitation pools and multipurpose education facilities.
Council also resolved to apply to the Minister for Local Government for consent to grant the proposed long term Ground Lease Agreement.
Work has started and is expected to be completed in 12-18 months (weather permitting). There will be temporary access restrictions to parts of the ground at various stages of construction. Signs will be in place to direct park users.

A report will be presented to Council on Tuesday 29 September recommending that Council enter into a construction lease and agreement for lease for a Centre of Excellence at Brookvale Oval with the Manly Warringah Sea Eagles Limited. The report also seeks Council approval to apply to the Minister for Local Government for consent to grant the proposed long term Ground Lease Agreement.

This Council Report follows an earlier resolution of Council on 25 February 2020 to enter into a direct arrangement with Manly Warringah Sea Eagles for the lease of land at Brookvale Oval.
The Development Application (DA2019/1190) for construction works of the Grandstand and Centre of Excellence at Brookvale oval was approved by the Sydney North Planning Panel 29 July 2020.

Notice of Proposed Construction Lease and subsequent Ground Lease to Manly Warringah Sea Eagles Limited at Brookvale Oval.
Manly Warringah Sea Eagles have secured Federal and State funding to build a Centre of Excellence and a new 3000-seat grandstand located at the northern end of Brookvale Oval.
The upgrade proposes to include disability access and seating, new toilets, female changing rooms and a community space, as well as a state-of-the art gym.
On 25 February 2020 Council resolved in accordance with Section 55(3)(i) of the Local Government Act 1993 (LGA), to enter into a direct arrangement with Manly Warringah Sea Eagles for the lease of land at Brookvale Oval.
In accordance with Section 47 of the Local Government Act 1993, Northern Beaches Council hereby gives notice of its intention to enter into a Construction Lease, Agreement for Lease and subsequent Ground Lease with Manly Warringah Sea Eagles Limited (MWSE) over Council-owned community land to enable the construction and operation of a Centre of Excellence and grandstand.
