Coastal Management Programs (CMPs) are being developed to provide a strategic framework for coastal management on the Northern Beaches. They will identify coastal management issues and the actions required to address them. When complete, CMPs will replace existing Estuary & Coastal Zone Management Plans.

Throughout the development of a CMP, consideration of the social, environmental, cultural, and economic interests of the community are incorporated to create a long-term strategic plan that will ensure that the Northern Beaches is well placed to handle current and future coastal challenges.

CMPs are developed and implemented in line with the NSW Coastal Management Act 2016 and with funding support from the NSW Government.

Northern Beaches CMPs

We are currently involved in developing 4 CMPs.

Council-led CMPs

We are leading 2 CMPs within the Northern Beaches Local Government Area (LGA):

  • Open Coast and Lagoons CMP, which will cover most of our coastline and lagoons
  • Collaroy-Narrabeen Beach CMP.

Partnering with other Councils

We are partnering with other Councils on 2 additional CMPs on waterways that cross into the Northern Beaches LGA:

  • Hawkesbury-Nepean River System CMP (including Pittwater)
  • Outer Sydney Harbour CMP (including Middle Harbour).

What is the purpose of a CMP?

The purpose of a CMP is to create a long-term strategic and integrated plan for the 2,137 km of NSW coastline. CMPs are used by local councils around NSW to establish coastal management goals and actions. Developed in consultation with the community and state government, a CMP creates a shared vision for management and provides the steps of how to get there through local input and costed actions.

We already have Coastal Zone Management Plans (CZMPs) and Estuary Management Plans that cover our coastline. What’s the difference between these and a CMP?

The development of the CZMPs within NSW occurred under the former Act (Coastal Protection Act 1979). Council has two certified CZMPs under the former Act - ‘Bilgola and Basin Beach’ and ‘Collaroy-Narrabeen-Fisherman's Beach’. The transition from the CZMP to CMP occurred in 2016 with the introduction of the Coastal Management Act 2016. The Council’s existing CZMP’s have now expired and will be updated in the ‘Open Coast and Lagoons’ and ‘Collaroy-Narrabeen’ CMPs.

CMPs will also incorporate Estuary Management Plans that are currently in place for our four lagoons.

Why are there multiple CMPs? 

The Northern Beaches Council area will be covered by 4 CMPs:

  • Open Coast and Lagoons
  • Collaroy-Narrabeen Beach
  • Hawkesbury-Nepean (incorporating Pittwater waterway)
  • Outer Sydney Harbour (incorporating North and Middle Harbour).

Each CMP targets a specific area which has its own unique communities, coastlines, stakeholders and challenges.

Northern Beaches Council is leading the development for the Open Coast and Lagoons and Collaroy-Narrabeen, while other councils are leading the remaining CMPs which only include part of the Northern Beaches area.

The Open Coast and Lagoons CMP includes all the beaches and lagoons between Palm Beach and Manly except for Collaroy- Narrabeen Beach.

Collaroy-Narrabeen Beach has experienced more extensive erosion and storm events than any other area in the Northern Beaches and has very specific challenges, which is why we are creating a stand-alone CMP for this area.

After successfully completing Stage 1 for the Open Coast and Lagoons CMP, future stages are proposed to progress separately for the open coast and lagoons to give focused attention to coastal and catchment issues. More information relating to the development of the 2 CMPs will be available in the coming weeks.

How long will it take to complete a CMP?

The NSW Government CMP manual prescribes a mandatory five-stage process to developing a CMP. Typically, each stage takes a year to complete, however the time it takes varies upon the baseline information, level of complexity, size and area, and community engagement that has previously been undertaken.

The Open Coast and Lagoons CMP covers a large area (Palm Beach to Manly) and has a wide range of issues. As with all CMPs, it will require technical studies and community and stakeholder engagement, and is likely to take around 5 years to complete.

For the Collaroy-Narrabeen CMP, extensive technical studies and community engagement will occur with Council aiming to have a certified CMP in place by 2026.

The Hawkesbury-Nepean CMP (incorporating Pittwater waterway) and Outer Sydney Harbour CMP (incorporating North and Middle Harbor) are at Stages 4 and Stages 2-4 respectively.


How is this funded? 

Council funds the development of CMPs with assistance from the $83.6m NSW Government Coastal and Estuary Grants Program. Council is eligible to apply for funding for both the preparation of reports and implementation of actions identified in the Program.

Who can be involved in the CMP’s development?

There will be a wide range of people involved in the development of all the CMPs. These include technical consultants, subject matter experts, public authorities, other councils, general community, and First Nations people.

Importantly, anyone who would like to be involved in the development of a particular CMP will be given opportunities to comment, provide feedback and guide each stage in alignment with the values that matter most to them. Register for a CMP's project updates on the individual project pages.

Under what framework do CMPs sit?

Local councils and public authorities are required to manage their coastal areas and activities in accordance with relevant state legislation, policies and plans.

The framework for managing the NSW coast includes:

  • Coastal Management Act 2016 (CM Act)
  • State Environmental Planning Policy (Resilience & Hazards) 2018 (R&H SEPP)
  • Coastal management programs (CMPs), prepared in accordance with the NSW coastal management manual.
