What's happening

We asked for your feedback on the draft Display of Banners and Promotions on Council Facilities Policy (the draft Policy) between 3 April and 5 May 2024, and received 20 submissions. 65 percent of submissions were in support of the draft Policy, 25 percent supported with changes, and 10 percent did not support the draft Policy.

Following a review of all feedback received, we have amended the policy to provide clarity around the application of the principles.


What's happening now?

We are presenting a report on the engagement outcomes and amended draft Policy to Council at its meeting on Tuesday 30 July, with a recommendation to adopt the Policy.

You can request to address Council on the item. The deadline to request is 5pm Monday 29 July.

The draft Policy

The draft Policy:

The draft Policy outlines Council’s position on the promotion of events, programs and services displayed on banners at our formal banner sites or displayed on Council facilities (e.g. Manly Town Hall) as a banner, illumination or otherwise. It aims to ensure a consistent, equitable and transparent approach to managing requests to use these sites.


Key principles:

To be eligible to hire Council’s facilities to display a banner, applicants must demonstrate their event or activity is consistent with the following:

  • primarily relates to an activity taking place in the Northern Beaches or relating to our LGA
  • furthers our Northern Beaches' sense of community including providing environmental, recreational, social, educational, and cultural benefits for our community
  • increases visitation to venues on the Northern Beaches
  • provides a direct economic benefit to the local economy.
