Fairlight Residential Parking Permit Scheme

The Fairlight Parking Permit Scheme was proposed to improve parking for residents and other users in locations where there is insufficient off-street parking and where on-street parking is restricted. This scheme was proposed based on initial concerns raised by some Fairlight residents.

Community Consultation

In September and October 2023 we consulted the community more broadly about the parking scheme proposal with further details for the parking scheme. We listened to your concerns and questions online, via email, letter, phone and at an in-person community session.

We received a large volume of feedback (215 responses), which we carefully reviewed in detail. A full Community Engagement Report can be found in the 6 February 2024 Local Traffic Committee meeting agenda, page 48.

Despite initial resident support for a parking permit scheme in September 2022, residents have since expressed concerns over the following aspects of the scheme:

  • insufficient permits for households with larger families
  • insufficient permits for units
  • loss of parking for residents and visitors
  • loss of parking for workers and employees
  • moving the problem somewhere else

After taking these concerns into consideration it was found that changes to the scheme to accommodate the issues raised by residents would render the scheme ineffective in achieving its intended purpose of freeing up parking for residents without sufficient off-street parking. Taking the above into account and noting the general lack of resident support (72 percent non-support) for a 2P Parking Permit Scheme in Fairlight, the Transport Network Team recommended to the Local Traffic Committee not to move forward with this scheme. The Local Traffic Committee resolved to adopt this recommendation. The parking permit scheme will, therefore, not proceed in Fairlight.

Project history

In 2022, some residents of Fairlight raised concerns regarding high parking occupancy rates and requested expansion of permit parking restrictions further to the west to include additional streets in the Fairlight area.

We undertook a review of the affected locations and sought residents’ views on a proposal to introduce a 2P Permit Scheme in Suwarrow Street, Edwin Street, Baltic Street, Daintrey Street, Arthur Street, Arthur Lane, Herbert Street and Francis Street (north of Arthur Street). The proposed area is shown in this (Map). 2P permit parking restriction were proposed to apply 8am to 6pm everyday. The first round of consultation was undertaken in September 2022.

A visual street survey of all homes was also undertaken to gather data on the parking available at each home. Each residence was assessed in terms of the number of off-street parking spaces that are available, and each street was assessed in terms of the number of on-street parking spaces that could be occupied. This data was then used to provide further information for a second round of consultation conducted in September and October 2023 and to provide guidance to staff in terms of how many permits may be required and how many permits could be issued to each home.
