Funding
AFL NSW/ACT are proposing to contribute funding, which we estimate will cover the cost of the lighting.
We are proposing to install new lights at Mike Pawley and Frank Gray Ovals in John Fisher Park, Curl Curl to enable nighttime usage by AFL and other sports, helping to meet present and future demand for sporting participation.
We invited you to review the site map including the impact area and share your feedback. We received over 700 responses. Thank you to everyone that commented. We are currently reviewing your feedback, which will inform the next stages of the project.

We've seen significant growth in AFL participation, as well as other sports, and there's not enough space for everyone to play.
New lighting will increase the capacity of these ovals by enabling use after dark, particularly during winter.
Other sports clubs will also be able to book the fields for nighttime training.
There will time restrictions to minimse impacts from light and noise and traffic on nearby residents and wildlife.
There has been significant growth in AFL participation, and training demand at Weldon Oval has increased. Clubs currently use Mike Pawley and Frank Gray ovals for training, but these fields have no lighting for evening sessions in the winter. A new pathway is also proposed to provide access to the Ovals from the Freshwater High School carpark, so as to reduce the likelihood of people parking in the neighbouring streets.
We're working in partnership with AFL NSW/ACT, who are proposing to contribute funding for new lighting systems at Mike Pawley and Frank Gray Ovals. We estimate that this will cover the full cost of delivering the project.
A Draft Review of Environmental Factors
has been completed for the project which has assessed both the short term and
future impacts of the project on the environment, residents and sporting clubs. This document is available under the resources tab, along with the John Fisher Park and Abbott Road Land Plan of Management (PoM).
While AFL clubs will have priority use of these ovals. Other sports can also book the fields through Council to use the lighting and facilities.
The lights will be able to be turned on and off remotely, e.g. from
a mobile phone by the sports clubs (if they have an approved booking) or by Council.
Bookings will have set end times to minimise light and noise impact on nearby residents and wildlife.

Following enquiries from the community an additional site map has been added to the Project page to clarify existing trees/vegetation and the indicative proposed tree and understory planting locations.
The John Fisher Park and Abbott Road Land Plan of Management (PoM) applies to John Fisher Park. This lighting proposal is consistent with the PoM which includes an action to ‘Investigate and develop, if appropriate, additional lighting for competitive sport training and games’.
A new lit pathway will provide access between the Ovals and Freshwater Senior Campus carpark, so as to reduce the likelihood of people parking in the neighbouring streets. While there may be some increase in traffic in local streets, we don't anticipate this will cause any significant impacts.
Sportsfield lighting will be installed that is compliant with all relevant guidelines and Australian standards so as to minimise light entering or impacting nearby properties.
No, the AFL clubs will not have exclusive use of the ovals.
While a Use Agreement will grant AFL clubs priority use, other sports will also be able to book the ovals through Council's Bookings process.
The aim is for these ovals to continue to be made available for a range of sports.
The Draft Review of Environmental Factors details minimal impacts for local wildlife, in addition new trees will be planted within the area to improve existing canopy.
The proposed hours of use of these fields are Monday – Thursday up to 9.30pm, Friday - Saturday up to 8.30pm, with no lighting use on Sundays. Sport will be required to finish 15 minutes before the lighting is turned off. Dim pathway lighting may remain on until 10pm to ensure safe exit.
The Draft Review of Environmental Factors (REF) considers potential use of lights up to 9.30pm Monday – Saturday and up to 6pm on Sundays, however, these hours are not currently required regularly. Periodic or specific events may be conducted outside of these times with Council approval and through the usual Council booking or field allocation process.
Due to the natural grass covering of both Frank Gray and Mike Pawley ovals there are restrictions which will ensure the fields do not become overused.
We consulted the community about this project in 2020, but the project did not proceed.
