Lease granted

Between Tuesday 7 February and Monday 13 March 2023, we exhibited the proposal to grant a five (5) year lease to Balgowlah Bowling Club Ltd (the Club). We received 18 submissions on the proposal.

Feedback indicated overall support for the proposed lease, however, some concerns were raised, primarily relating to noise. Some respondents requested that the new lease include provisions to ensure noise is kept to a minimum to mitigate issues during the tenure.

We will be granting the lease, and the lease agreement will include conditions regarding noise mitigation.

The Club has taken significant steps towards countering the main issues raised in submissions (primarily noise management). These include an Operational Management Plan, new fencing along the eastern side adjacent to the neighbours and an upgrade to the kitchen exhaust and extraction system. The Club will also be installing double-glazing to the southern and eastern sides of the building where the majority of the activity occurs.

What was proposed?

We proposed to grant a five (5) year Lease to the current lessee at Balgowlah Bowling Club, located on Bareena Drive, Balgowlah Heights, NSW 2095.

The site is on both Crown and Community land. The Crown land forms part of Bareena Park Reserve (R74575 and R77008). The Community land is known as Lots 1424 to 1428 of DP 752038.

Council is the owner and Crown land manager of the land and buildings at Balgowlah Bowling Club and this public notice was given in accordance with Section 47 of the Local Government Act 1993.

Balgowlah Bowling Club has been operating here since 1955, having originally built the premises from their own funds.

The granting of the lease is subject to Council’s final approval.

Green 2 has been decommissioned and is used periodically through the week as a supervised children’s play area up until 7.30pm for patrons.

Greens 1 and 3 remain for full bowling use.
