What's happening?

We are seeking your feedback on the proposed changes to the Community Participation Plan (CPP).

The CPP is a document designed to establish the objectives which guide how we undertake community engagement on strategic land use planning and development matters under the Environmental Planning and Assessment Act 1979 (EP&AAct).

A Notice of Motion (16/2024) was put to Council at its meeting on 22 April 2024, to review the document. Following that a report was presented to Council on 17 June 2025, addressing the performance and proposed updates of the CPP.

Proposed changes

We have reviewed and recommended some minor changes to the CPP. The changes will bring the document in line with recent legislation changes.

You can see the changes in the document in red text and include:

  • administrative updates to keep up with changes to legislation. These changes include:
    • notification time frame for applications where Council is the applicant or land manager (to manage the conflict of interest)
    • removal of references to planning controls that no longer exist
    • counting of submissions outside the exhibition period.

  • expansion of the minimum notification area for Planning Proposal (i.e. rezonings) to a 100 metre minimum.

    We also have a Community Engagement Strategy (the Strategy), which is guided by different NSW Government legislation under the Local Government Act 1993. The Strategy establishes principles and guidelines for how we engage with you on all projects not covered by the CPP and also informs you about your opportunities and rights to be involved in our decision-making process.

  • What is the role of public exhibition in the planning process?
  • Public exhibition allows the community to review and provide feedback on Planning Proposals. The level of community participation depends on the nature, size, and potential impact of the proposal.

  • What are the key changes proposed in the draft CPP?

    1. How can I participate in planning decisions?
    2. There are a number of ways to get involved in planning matters:

      • For general information visit us online.
      • Review the specific proposal online – use our Application Search to find Development Applications, or our Engagement Platform for strategic planning projects.
      • If you have trouble accessing online, visit one of Council’s Customer Service Centres or libraries to access documents on public exhibition.
      • Contact the team outlined on this project page if you require further information.
      • Make a formal submission to a proposal.
    3. How do I know what proposals might be under consideration by council in my neighbourhood?
    4. Council provides information on our website via project pages housed within our Engagement Platform (Have your say) and they are widely advertised. You can also do an application search for development applications. There are several search options available in the application search function on our webpage which can provide you with information about developments in your area.

    5. How much notice do neighbours receive when a development application is submitted?
    6. The exhibition period for properties near a proposal is between 14 and 28 days depending on the type of proposal. However, we note the period of time that it takes for a letter to be received via the postal system and therefore, an additional 4 days is allocated to the notification period.

    7. How do I make a submission to a Development Application?
    8. Making a submission to a development application is made simple through Council’s website.

      1. Go to the making a submission page for advice on how to make a submission.
      2. Use the Application Search tool locate the application - you can search by the property address or the application number if you have it.
      3. Once you're on the application's page, you'll be able to make your submission - enter your details and your comments, and your submission will be instantly registered against the application. This link remains open until the application is determined.
    9. What happens if the exhibition period is finished, or I do not have enough time, and I want to make a submission?
    10. The CPP allows for late submissions to be received and taken into consideration as long as the application has not been determined or the project completed.
