Reviewing our plans now and for the future

We are committed to partnering with the community to protect and improve the Northern Beaches. Key to this is your involvement in the review of documents which make up our integrated planning and reporting framework (IP&R) as this directs our actions.

The framework comprises the Community Strategic Plan (CSP), Resourcing Strategy, Delivery Program and Operational Plan. The CSP holds our community’s aspiration and priorities for the future of the Northern Beaches. The Delivery Program and Operational Plan detail how Council will respond to these priorities over the next 4 years. The Resourcing Strategy is the finances, people and assets Council will apply to achieve the CSP.


Community engagement background

We've been working closely with our newly elected Councillors and, most importantly, with you, our community, to review our strategic documents.

  • From 16 October to 17 November 2024, we asked you to provide feedback on our current Community Strategic Plan (CSP). We also conducted focus groups in December 2024. We received over 190 online submissions, which we used to develop a revised plan for our community.
  • The revised CSP was presented to Council at the 15 April meeting and endorsed to be presented to the community for feedback.
  • We asked you to comment on our draft Community Strategic Plan 2040, the draft Resourcing Strategy and the draft Delivery Program 2025-2029 and Operational Plan (Budget) 25/26 from 17 April to 25 May 2025. Thank you to everyone who made a submission.
  • Your comments on the draft documents were reported to the Council meeting in June 2025 and adopted by Council.

  • Northern Beaches 2040: Community Strategic Plan

    Our Community Strategic Plan (CSP) is everyone’s roadmap for the future of the Northern Beaches. It defines the community’s vision and sets a direction for everything we do together over the coming years to make the vision a reality.

  • Delivery Program 2025-2029 & Budget 2025/26

    Our Delivery Program sets out the work we will undertake over the next 4 years to address community priorities and needs as outlined in our draft Community Strategic Plan (CSP).

    The Operational Plan is a detailed plan of the first year of the draft Delivery Program including our draft 2025/26 budget for services, infrastructure, maintenance, fees and charges.

  • Resourcing Strategy Review 2025

    The Resourcing Strategy ensures Council can effectively meet the community’s long-term needs by planning resources over a 10-year horizon.

    It provides stability and confidence in delivering Council’s commitments and consists of 3 key elements: People (Workforce Management Strategy), Assets (Asset Management Strategy & Plan) and Finances (Long-Term Financial Plan).
