Proposal adopted

Between 14 July and 14 August 2022, we consulted with you on a proposed 20 year lease for 16 of our surf life saving clubs.

We received 40 submissions, with the overwhelming majority indicating support for the proposal. No responses opposed the proposal, however there were some queries around environmental management and community access to the facilities which were addressed in the Community Engagement Report.

We would like to thank everyone who made a submission on the proposal.

At the meeting on Tuesday 18 October, Council endorsed the report and recommendation to progress granting of the leases. View the Council Minutes (Item13.2, page 7) for full details of the resolution.

What was proposed?

There are 21 Surf Life Saving Clubs from Manly to North Palm Beach providing a valuable community service to the Sydney Northern Beaches.

We recognise the value that volunteer surf life saving clubs provide to our community and had been working with 16 of our clubs to provide surety of tenure over the coming 20 years. Our proposal was to offer the surf clubs new 20 year lease terms, backdated as commencing 1 July 2022.

In addition to the proposed 20-year leases above, Council intended to grant Queenscliff SLSC a five-year lease to continue their Surf Life Saving activities at Queenscliff SLSC IRB storage facility. The leased premises is located to the South of the Queenscliff SLSC Clubhouse on North Steyne, Manly.

We wanted to know whether you supported the proposed leases for our surf clubs.

We invited the community to have their say by completing a submission form, emailing us or writing to us.

Public notice

The notice was provided in accordance with Section 47 of the Local Government Act 1993 for clubs located on Council land. For clubs occupying Crown Land managed by Council, notice was given under Division 3.4 of the Crown Land Management Act 2016 and Clause 70 of the Crown Land Management Regulation 2018 and require Ministers Consent.

For the Queenscliff SLSC IRB storage facility, which is located partly on Crown Land managed by Council and partly on Council Road Reserve, Council gave notice of its intention to lease this facility in accordance with Division 3.4 of the Crown Land Management Act 2016, Clause 70 of the Crown Land Management Regulation 2018, and Section 154 of the Roads Act 1993.

All submissions were treated as public documents and made available on request.

Submissions closed on Sunday 14 August 2022.
