  • Project update - September 2024

    Major refurbishment of Taylors Point Wharf in Clareville is about to begin.

    This involves demolishing the existing wharf, tidal stairs, and boat skid, then reconstructing a shorter wharf section with a new ramp, floating pontoon, and new boat skid. We will also make minor stormwater improvements and minor repairs to the adjacent roadway.

    Work is set to begin in early October and finish by Christmas, weather permitting.

Community engagement outcomes

A condition assessment of the wharf at the end of Taylors Point Road, off Hudson Parade, Clareville, revealed that major refurbishment is required to restore it to a good condition and comply with Australian Standards for marine infrastructure design.

As part of the process, we conducted an environmental assessment (Review of Environmental Factors - REF) to address the sensitivities surrounding the marine environment and to fulfill State Government requirements.

Community consultation on the REF and detailed design ran for a period of 28 days throughout May/June and we received over 20 submissions.

The feedback indicates that the community is actively engaged and invested in the future of the wharf, with a strong emphasis on enhancing functionality, ensuring environmental responsibility, and improving safety for all users. Of those who participated in the consultation, 90% of respondents expressed support for the proposed remedial works, highlighting the essential repairs needed for the structure. Several survey participants strongly recommended incorporating a floating pontoon into the wharf design.

In light of the outcomes from community engagement, we will proceed with the inclusion of a floating pontoon in the wharf design. The revised design will focus on improving safety, accessibility, and overall functionality for boat users, particularly during different tide conditions.

Construction is scheduled to begin in October and conclude by December 2024, weather permitting.

Overview of REF

Overview of the Environmental Assessment

  • Review of Environmental Factors (REF) requirement

    In accordance with Part 5 of the Environmental Planning and Assessment Act 1979 (EP&A Act), a Draft REF was prepared by independent consultants for the proposed works.

    The REF examines any potential environmental, social, economic, and cumulative impacts of the works and the ways we will mitigate these impacts, including during construction. The REF is an important document to ensure we are considering and protecting our valued marine environment.

  • Environmental considerations

    The REF considers impacts of the works including influence on any physical and biological, community, natural resource, cultural heritage and matters of national environmental significance.

    REF findings include: temporary access and short‐term water quality impacts; short‐term loss of public open space and noise, vibration and amenity impacts; loss of seagrass; risk of dislodgement/dispersal of the aquatic pest (Caulerpa taxifolia; and short‐term biodiversity impacts.

  • Management and mitigation

    The REF concludes that the works would not result in significant impacts using the proposed mitigation measures. These mitigation and management safeguards incorporated into the REF list the actions required to mitigate environmental impacts during construction.

    These actions will be included in a site-specific Construction Environmental Management Plan (CEMP) prepared by the construction Contractor. The Contractor will implement the CEMP during construction to mitigate the environmental risks.
