Outcome of Local Traffic Committee Meeting

Project update 20 Mar 2024

Council originally proposed a range of traffic calming measures in the streets to the west of Beacon Hill Road in Beacon Hill. During September and October 2023, we undertook community engagement on this proposal with consultation letters sent to affected residents during this time. Public consultation was reopened in February 2024 to allow for further feedback from local residents. (See project background and updates tabs below for details).

We heard a range of concerns from Beacon Hill residents regarding excessive speeds that are inappropriate for local roads, high traffic flows and “rat-running” through residential streets in the Beacon Hill area due to congestion on Beacon Hill Road.

After considering the issues and resident feedback, the Northern Beaches Local Traffic Committee met on Tuesday 5 March 2024 and recommended the following:

The proposal is now to replace the speed hump at No 56 Ryan Place with a tactile treatment in Ryan Place further up the road towards Elliot Street; and in Elliot Street - relocate the raised threshold closer to Beacon Avenue, due to the steepness of the street and impact upon the access road to a number of resident properties.

Additionally the Traffic Committee supports the installation of:

  1. A Traffic Island, Kerb Build-out, and “Stop” line marking and signage on Kalianna Crescent at the intersection of Doulton Avenue and Willandra Road.
  2. Marked double barrier lines on Willandra Road, Doulton Avenue, Kalianna Crescent, Elliot Street, Beacon Avenue and Ryan Place.
  3. Painted Stamping – (brick pattern) for street entry at No.63 Beacon Avenue.
  4. Raised threshold outside the following properties: a. No.1 Beacon Avenue b. No.15 Beacon Hill Road (on Ryan Place) c. No. 20 Elliot Street d. No. 53 Beacon Avenue
  5. Speed humps (Watts Profile) outside the following properties: a. No.1 Doulton Avenue b. No.13 and No.33 Ryan Place.
  6. One lane Slow Point outside the following property: a. No.21 Beacon Avenue
  7. ‘Slow’ road stamping to be installed outside the following properties: a. No. 48, No. 75 and No. 91 Ryan Place b. No. 4 and No. 21 Wedgewood Crescent
  8. A speed hump previously approved outside No.11 Kandra Road, is proposed to be changed to a chicane and will be installed as part of this proposal.

Project Background

We received concerns from local residents about speed, traffic flow and the development of a ‘rat run’ in Ryan Place and Beacon Avenue due to traffic congestion on Beacon Hill Road, Beacon Hill.

To address these issues and improve pedestrian and road safety, Council undertook a review of the streets adjacent to and intersecting Beacon Hill Road and proposed the following:

  • A Traffic Island on Kalianna Crescent at the intersection of Dalton Avenue and Willandra Road.
  • Speed humps outside the following properties:
    • No.1 Beacon Avenue and No.21 Beacon Avenue
    • No.4 Kandra Road,
    • No.30 Elliot Street,
    • No.9 and No. 34 Wedgewood Crescent,
    • No. 1 Dolton Avenue
    • No.15 Beacon Hill Road (on Ryan Place)
    • No.91 & No.33 Ryan Place.
  • A speed hump previously approved outside No.9 Kandra Road, will also be installed.

Once these works have been completed Council will request that Transport for NSW approve to lower the speed limit in this area to 40km/h.


We consulted with the community on this proposal in September and October 2023. This consultation closed on 8th October.

Design changes - Feb 1 update

We listened to your feedback on traffic calming in Beacon Hill.

Council progressed with an amended design based on the feedback received.

The amended design was on public notification for the month of February.

A range of design changes were made directly in response to feedback received during community consultation, including:

  • A reduction in the total number of speed humps proposed within the precinct to reduce noise and impact on cars.
  • One proposed speed hump has been removed from Kandra Road and the other speed hump has been modified from a Watts profile to a raised threshold profile.
  • The location of the proposed raised threshold at No.30 Elliot Street has been moved to No.20 Elliot Street and an additional raised threshold is now proposed at No 5.Elliot Street
  • Speed humps have been removed from Wedgwood Crescent and replaced with “slow” painted stamping.
  • The proposed speed hump at No.21 Beacon Avenue has been replaced with a slow point and the raised threshold at No. 1 Beacon Avenue has been replaced with road stamping at the street entry.
  • Road stamping at the street entry has been proposed on Kalianna Cresent near the intersection with Beacon Hill Road.
