Community Engagement was previously undertaken in the period March-May 2014. The below information is an excerpt from the Community Engagement carried out at the time.

The Scotland Island Road Reserve Strategy recommends that Council consider adopting a Traffic Management Plan (TMP) for Scotland Island.

This Strategy identified the principle issues were:
  • need to restrict vehicle usage (numbers, type and speeds)
  • need to give pedestrians priority over vehicles on the roads
Two draft TMPs were placed on public consultation from 17 March to 4 May 2014 addressing these issues as well as being able to be implemented independently without the other.

  • Scotland Island - proposed closure of all public roads (to other than vehicles authorised via Council)
  • Scotland Island - proposed 10kph shared zone

The outcome for each TMP is as follows:

This TMP was supported by a majority of all respondents to both the electronic and letter (to property owners) surveys and so was reported to Council via Council's Traffic Committee.
Council considered the matter at its meeting of 2 June 2014 and resolved "That Council seek approval from the RMS for a 10kph Shared Zone for all trafficable public roads on Scotland Island."
Correspondence has now been sent to the RMS seeking their approval.

TMP for proposed Road Closures (to traffic not authorised by Council)
Respondents to both the electronic and letter surveys were split approximately 50/50 between supporting and not supporting the proposal.

For respondents who did not support the TMP, their additional comments indicated that they either did not fully understand the proposal, or wanted additional information to assist them in making a decision.

As such, a report will now be put to Council advising Council of the outcome of the consultation process and recommending that further consultation be undertaken prior to a final decision being made by Council.
