What we're doing now

We are preparing the draft PoM. The draft will be forwarded to the NSW Department of Planning, Housing and Infrastructure (the Department) mid-2025 for their review and endorsement to publicly exhibit.

Project background

Governor Phillip Park is nestled between the distinctive Barrenjoey Head and Beach Road, Palm Beach, flanked on either side by the ocean and Pittwater. It is a special place and a well-loved part of the Northern Beaches area.

We are planning our approach to revising the Plan of Management (PoM) for Governor Phillip Park.

The revised PoM will consider current and future management and use of the entire park, including a dog-off leash area trial. You can read the existing PoM for the park here.

Broad community engagement will be undertaken as we develop the new PoM. Our first action is to gather your ideas and aspirations for the park.

Dog off-leash areas

At the Council meeting on 22 August 2023 Council resolved to prepare draft Plans of Management (PoM) for Governor Phillip Park, Palm Beach and Mona Vale Beach (southern end) and incorporate proposals for dog off-leash area trials at Palm Beach (north) and Mona Vale Beach (south).

Engagement history

Gathering your ideas

We engaged the community to gather ideas and aspirations from 29 April to 2 June 2024.

We asked you to tell us how you use the park today, what you like most about the park, and your ideas and aspirations for improvements. We had an ideas board for comments and images, as well as a survey which will provide us with more nuanced information which will help us refine details of the plan.

The ideas board and survey are now closed, and we have reviewed all feedback received. We are now using what you told us to inform the next stage of our planning for this iconic location.

We received over 180 responses from our community which included a wide range of approaches to use and management of the park, from leaving it as it is, to providing additional facilities and further activation.

  • What is Crown land and how is it managed?
  • Crown land is owned and managed by the NSW Government.

    42% of all land in NSW is Crown land and may include parks, reserves, sportsfields, roads, cemeteries, pastoral leases and other land uses.

    In NSW Crown land is managed by the NSW Department of Industry.

    The Minister responsible for Crown land can appoint Council as the Crown land manager for a Crown land reserve. Council is then responsible for it’s care, control and management. The land must be managed in accordance with the Crown Land Management Act 2016 and the Local Government Act 1993.

    Governor Phillip Park is Crown land and Council is the Crown land manager.

  • Why is Council preparing a new Plan of Management (PoM) for Governor Phillip Park?
  • A new Governor Phillip Park PoM is required to:

    • meet our obligations under the Crown Land Management Act 2016
    • determine current and future needs of the community in relation to the use and management of the park to ensure that the site and facilities continues to meet the expectations of users and the community
    • incorporate a proposal for an off-leash dog trial.

    Council resolved on 22 August 2023 to prepare draft Plans of Management for areas proposed for a potential dog off-leash trial at Governor Phillip Park in Palm Beach and Mona Vale Beach (south). Plans of Management are legally required before Council can make a decision to progress the potential trials.

    The scope of the Plan of Management relates to the entire reserve, so we are keen to hear the community’s views on all use and management of Governor Phillip Park.

    The most recent Council report (including the attachment documents – draft Review of Environmental Factors (REF) and a community engagement report on the REF) provides information about the environmental assessment (REF) and other investigations undertaken for the proposed dog off-leash area at Palm Beach (north).

  • The Mona Vale Beach (southern end) Plan of Management is currently being prepared. Public consultation on that project will be undertaken separately to this project. You can keep up to date with that project Mona Vale Beach (southern end) Plan of Management

  • Barrenjoey Head is managed by the National Park and Wildlife Service and is part of Ku-ring-gai Chase National Park.
