Following extensive consultation with key stakeholders and the broader community, we made some minor amendments to the draft PoM, and presented a report on the consultation outcomes, including all feedback received, to Council at its meeting on Tuesday 19 August 2025. Council resolved to adopt the Plan of Management.

Council has approved an off-leash dog trial at Mona Vale Beach (south), as set out in the adopted PoM.

We exhibited the draft PoM between 12 December 2024 and 9 February 2025 and received 3,306 submissions. Thank you to everyone who provided feedback.

The feedback collected during consultation showed a high level of support for the draft PoM. Respondents who were supportive of the draft PoM cited this beach is suitable for an off-leash area, there are positive health and well-being benefits for people and their dogs from using the proposed dog off-leash area, and there is a need for more dog off-leash areas on the Northern Beaches in particular on beaches.

Respondents who were not supportive of the draft PoM were concerned about the safety of themselves and other beach users when dogs are on the beach, compliance of dog owners, and environmental impacts from off-leash dogs on the beach.

Based on the review of the responses and comments received no substantial changes were proposed for the draft PoM.
