What’s your vision for Manly Life Saving Club?
We held a drop-in session outside the Club on Saturday 10 December so that the community could come and chat to the project team and design consultants about the proposed renewal of the Club.
If you didn't get a chance to drop in, we still want to hear your views before we start developing design options.
What’s important to you about Manly Life Saving Club? What values does the Club hold and what is its legacy as an iconic part of Manly Beach?
We’d like to hear your thoughts on whether the current location of the volunteer Manly Life Saving Club, Council’s professional lifeguards and public amenities is suitable. What are the possibilities for the future and how can the Club's facilities better serve the community?
These visioning questions will help us investigate the feasibility of refurbishing or rebuilding the Club and addressing the constraints of its current location and function.
Manly Life Saving Club will always be part of the fabric of Manly Beach. Help us to honour its location and heritage and better serve the community.

What’s proposed?
We're proposing to renew Manly Life Saving Club to provide a facility that meets the needs of all users now and into the future.
We are working with the appointed design consultant to develop the proposed scope of works which will be determined by the available funding (once finalised).
We want to hear from the community again about their vision for the Club building and surrounding community facilities. If you haven't had a chance to share your thoughts on shaping the future priorities for this iconic club, now is the time to have your say. See our ideas board below.
Following this engagement period, concept designs will be developed in collaboration with our appointed Community Working Group, and with feedback from the community and relevant stakeholders.
What’s happened so far?
During the previous community engagement in 2018 we invited the community to get involved in the upgrade of Manly Life Saving Club. We asked people to share their ideas to help shape the future design.
Community comments received during the engagement period provided great insight into what is important to users of this facility.
Since we last met with our community and the project working group we called for expressions of interest from design consultancies for the Club building and surrounding community facilities. This stage of the project was paused due to the constraints caused by COVID-19.
We recently engaged the design consultant and we’re ready to start developing some early design options for the project. The award-winning TERROIR was appointed by Council based on their architectural and urban expertise and their track record in delivering iconic coastal projects.
We have also undertaken preliminary engineering assessments and other investigations. The site has challenging constraints and we will work through what is feasible, practical and permissible.
Updates
At the 23 August 2022 Council meeting, Council resolved to appoint TERROIR as the design consultant for the project.
Using a two-stage tender process, Council is seeking to engage the services of a suitably qualified design consultancy firms with experience in iconic, coastal projects of comparable size and complexity. The appointed Design Consultant will select, engage and lead a team to engage with the community, investigate the feasibility, planning and other constraints of the location in order to determine the optimum location, size and design of the building/s.
It is intended that the same consultancy team will then develop the design (in consultation with Council, Manly Life Saving Club, Council’s working groups, other nominated stakeholders and through engagement with the local community) to contribute to the delivery of a fully operational, certified and completed project that meets or exceeds Councils requirements.
At the meeting held on Tuesday 23 June, 2020 Council agreed to reserve $5 million from the 'Surf Life Saving Major Renewals Fund' to progress this project.
The project has now been approved to proceed to design stage.

We have been advised that our expression of interest for grant funding through the Greater Sydney Sport Facility Fund for the Manly Life Saving Club Redevelopment was unsuccessful.
Our staff will now work closely with Club representatives to determine how to proceed with the project to deliver an outcome that is suitable for the Club and the community.
In collaboration with Manly Life Saving Club we are actively seeking additional funding for this exciting project.
A number of funding options are currently being explored and outcomes will be reported on our project page.
At its meeting of 28 May 2019 Council resolved not to accept any design consultancy services tenders (RFT2019/031) for the Manly Life Saving Club.
Council officers will now fully identify the project budget envelope, prior to seeking new tenders for design consultancy services.
Over the past four months the community working group have detailed the design consultant’s brief in preparation for the tender process. Once a design consultant has been engaged the working group will reconvene.
Council officers have evaluated the tenders received during the first stage tender for the Design Consultancy Services, with the outcomes being presented in a confidential report to Council at its meeting of 28 May 2019.

The working group met on Monday 8 April and continued to work through the community and working group feedback to assist the project team in defining the needs brief for the design.

The second Manly Life Saving Club Building Working Group meeting was held on Tuesday 12 March 2019.
Working group members participated in a walk-through of the Manly Life Saving Club building and oriented themselves with the site, its current form and familiarised themselves with site opportunities and constraints.
Following the walk-through the meeting reconvened at the Council Chambers in Manly. Working group members reviewed the input to the Manly LSC forum (closed online tool to share visual and written ideas).

The first Manly Life Saving Club Community Working Group meeting was held on Tuesday 12 February 2019, at 6pm at the Council Chambers in Manly.
The initial meeting covered:
- project history
- roles and responsibilities
- project timeline
- introductions
- working group activity - understanding the functional and desired needs of the building and the site
- 'homework' - working group members to speak with their community representatives and capture in images the way they see the building or use of the site.

5 months ago
There have been three changes to the composition of the working group. One of the Youth representatives and the initial appointed Manly Business Chamber and Local Business representatives were unable to sit on the group due to a conflict of interest.
As per the Terms of Reference, we have appointed a substitute member for the Manly Business Chamber and Local Business from the initial registration process. However as we only had two representatives for Youth, the working group will proceed with only one Youth representative.

The community working group appointment signals the next phase of engagement, with the first working group meeting scheduled for Tuesday 12 February 2019.
Discussion outcomes from the first two meetings will assist in finalising the tender brief for the design consultant.

Engaging with the community
We are proceeding with the first stage of community engagement on this project, as noted in the Council resolution below.
Over the next four weeks we will be engaging with the local community and seeking expressions of interest to join a working group to help us shape the future design.
We are looking to understand what the community want to see included and what they don't want to see included as part of the renewal, starting with a blank canvas we want to understand the needs and define the uses of the facility and it's surrounds.

We're inviting people to join the Working Group and are seeking Expressions of Interest from people representing the groups below:

The Working Group will review community feedback and help identify the right uses and design principles for the building. This input will also be used to inform the brief for appointment of the design consultant.
Local community members, especially those who use the site and its surrounds are encouraged to express an interest in joining the community working group, which is anticipated to commence in February 2019.

Register an expression of interest in the working group
At its meeting on 16 October 2018 (Item 10.3, pg.11), Council agreed to provide in principle support for the rebuild of Manly Life Saving Club, with the following resolution:
“A. Council endorse the strategy to proceed with design options for a new Life Saving Club and Community Building at Manly.
B. Council establish a community working group to work collaboratively with Council and the Club.
C. Council propose a suitable budget via the 2019/20 budget process to progress the project, including undertaking a two stage tender process to engage a design consultant as detailed in the report.
D. Council write to all relevant Ministers informing them of the upcoming project, in an effort to source appropriate funding.
E. Staff report back to Council at the conclusion of the second stage of community consultation prior to proceeding to Development Application for approval to progress to Development Application and business case stage.”
