Manly Life Saving Club

We're proposing to renew the Manly Life Saving Club to provide a facility that meets the needs of all users now and into the future.

Updates

In collaboration with Manly Life Saving Club we are actively seeking additional funding for this exciting project.

A number of funding options are currently being explored and outcomes will be reported on our project page.

At its meeting of 28 May 2019 Council resolved not to accept any design consultancy services tenders (RFT2019/031) for the Manly Life Saving Club.

Council officers will now fully identify the project budget envelope, prior to seeking new tenders for design consultancy services.

Over the past four months the community working group have detailed the design consultant’s brief in preparation for the tender process. Once a design consultant has been engaged the working group will reconvene.

Council officers have evaluated the tenders received during the first stage tender for the Design Consultancy Services, with the outcomes being presented in a confidential report to Council at its meeting of 28 May 2019.

The working group met on Monday 8 April and continued to work through the community and working group feedback to assist the project team in defining the needs brief for the design.

The second Manly Life Saving Club Building Working Group meeting was held on Tuesday 12 March 2019.

Working group members participated in a walk-through of the Manly Life Saving Club building and oriented themselves with the site, its current form and familiarised themselves with site opportunities and constraints.

Following the walk-through the meeting reconvened at the Council Chambers in Manly. Working group members reviewed the input to the Manly LSC forum (closed online tool to share visual and written ideas).

Input was themed and a discussion was had between the group members focused on these themes:

  • use of facility
  • innovative design
  • finishes
  • types of architecture
  • sustainability
  • internal space.

    The first Manly Life Saving Club Community Working Group meeting was held on Tuesday 12 February 2019, at 6pm at the Council Chambers in Manly.

    The initial meeting covered:

    • project history
    • roles and responsibilities
    • project timeline
    • introductions
    • working group activity - understanding the functional and desired needs of the building and the site
    • 'homework' - working group members to speak with their community representatives and capture in images the way they see the building or use of the site.

      There have been three changes to the composition of the working group. One of the Youth representatives and the initial appointed Manly Business Chamber and Local Business representatives were unable to sit on the group due to a conflict of interest.

      As per the Terms of Reference, we have appointed a substitute member for the Manly Business Chamber and Local Business from the initial registration process. However as we only had two representatives for Youth, the working group will proceed with only one Youth representative.

      The community working group appointment signals the next phase of engagement, with the first working group meeting scheduled for Tuesday 12 February 2019.

      Discussion outcomes from the first two meetings will assist in finalising the tender brief for the design consultant.

      We look forward to working with the appointed community working group on this project.

      During the community engagement period (16 November-16 December 2018) we invited community members to get involved in the upgrade of Manly Life Saving Club. We asked people to share their ideas to help shape the future design or to register to become a member of our community working group.

      The feedback received will assist the Community Working Group in refining the needs-brief for the tender process.

      Engaging with the community

      We are proceeding with the first stage of community engagement on this project, as noted in the Council resolution below.

      Over the next four weeks we will be engaging with the local community and seeking expressions of interest to join a working group to help us shape the future design.

      We are looking to understand what the community want to see included and what they don't want to see included as part of the renewal, starting with a blank canvas we want to understand the needs and define the uses of the facility and it's surrounds.

      The Working Group will review community feedback and help identify the right uses and design principles for the building. This input will also be used to inform the brief for appointment of the design consultant.

      Local community members, especially those who use the site and its surrounds are encouraged to express an interest in joining the community working group, which is anticipated to commence in February 2019.

      (Item 10.3, pg.11), Council agreed to provide in principle support for the rebuild of Manly Life Saving Club, with the following resolution:

      “A. Council endorse the strategy to proceed with design options for a new Life Saving Club and Community Building at Manly.


      B. Council establish a community working group to work collaboratively with Council and the Club. C. Council propose a suitable budget via the 2019/20 budget process to progress the project, including undertaking a two stage tender process to engage a design consultant as detailed in the report.


      D. Council write to all relevant Ministers informing them of the upcoming project, in an effort to source appropriate funding.


      E. Staff report back to Council at the conclusion of the second stage of community consultation prior to proceeding to Development Application for approval to progress to Development Application and business case stage.”
