Engagement Stage 1
Late in 2017 The Newport Surf Life Saving Club developed a concept plan for proposed extensions to the existing building.
The extension proposed additional storage areas, improved accessibility and additional amenity and community space.
Outlined below is information relating to Stage 1 community engagement.
As part of the development of the concept design for the proposed building extension and refurbishments, a number of additional investigations were undertaken including geotechnical, heritage and coastal assessments. The associated reports and proposed concept plan are available on the exhibition project page.
The preparatory works for the extension and refurbishment of Newport Surf Life Saving Club is now underway.
We have initiated engineering investigations and are continuing to work with the appointed architect to develop a design that meets the needs of the Club while respecting the heritage building.
We'll be consulting on the concepts prior to the project progressing to Development Application stage.
We are looking at an opportunity to modify a part of the Newport Beach car park (adjacent to the Newport Surf Life Saving Club) to potentially provide a new outdoor space for our youth.

As part of the proposed extension and refurbishment of Newport Surf Life Saving Club we are investigating the below ground conditions of the beach and clubhouse surrounds.
This will involve excavations for:
- four test pits on the beach side
- four bore holes, one to each corner of the club house
Samples, photographs and reports will be taken at each location.
Works start: Wednesday 7 August
Works finished: No later than Wednesday 14 August
Hours: 7am – 4pm
Excavation locations will be fenced off during the work and backfilled each day.
Site parking and safety
During the excavation work parking adjacent to the clubhouse will be reserved for the contractor and plant/equipment.
We ask that visitors observe the safety notices, directions and restricted access corridors during the work period.
This project is currently on hold.
We will provide an update on the status of this project, later in the year.

Following the exhibition of the proposed building extension plans for Newport Surf Life Saving Club, we met with the surf club executive to discuss the results of the community engagement in August last year and to clarify steps required to prepare Development Application (DA) documents.
In December 2017 we provided owners consent to the Newport Surf Life Saving Club to prepare DA plans.
The Newport Surf Life Saving Club has submitted a DA pre-lodgement meeting request. Once the meeting has taken place, the surf club will finalise documents for review by relevant Council teams prior to the lodgement of the DA by Council anticipated mid 2018.
In summary, the majority of submissions were supportive of the proposal submitted by the surf club to extend the footprint of the existing building.
Reasons for support of the proposal included:
- expansion in club membership
- additional storage needs
- circulation, accessibility and improvement to Work, Health and Safety needs
- facilitate training and education
- a community hub
- improved amenities and access
- maintaining heritage qualities
A small number of submissions raised concerns about preserving the heritage significance of the building and the potential appearance of the finished building due to its increased bulk. One community member also objected to any commercial activity such as a cafe in the building.
Newport Surf Life Saving Club has prepared some plans for proposed extensions to the existing surf club building. They would like to lodge a Development Application (DA) for the work, and we are seeking feedback from the community on the proposal as part of considering whether owners consent should be given for them to lodge a DA.
The proposed works are to provide additional storage areas, improve accessibility and provide additional amenity and community space.

We will be holding a drop in session at the Newport Surf Life Saving Club, where community members can share their thoughts on this project with one of the project team.
