Streets as Shared Spaces Trial

The Streets as Shared Spaces program is funded by the Department of Planning, Industry and Environment. The program trials projects which test ideas for permanent improvements to local streets, paths and public spaces.

It is also a key action in the My Place - Avalon Beach Plan, following extensive community feedback.

Some of the key changes included:

  • widening footpaths and enhancing outdoor dining areas
  • moving pedestrian crossings
  • installing planter boxes and seating
  • installing shade structure - charge your phone while enjoying a treat from your local cafes.

Consultation

A number of changes were trialled from 3 April 2023 to 28 February 2024. During the trial, we ran a survey to understand what people thought of the changes, and if they would like it to become permanent.

We received 1,625 survey responses and 55 written responses (email/letter).

We presented a report on the outcomes of the trial to Council at its meeting on Tuesday 13 August, where Council resolved to maintain the installation.

What is Streets as Shared Spaces?

Quality public space is essential for quality of life and to support economic, environmental, social and cultural benefits, and streets are one of the most important forms of public space. The NSW Government is seeking to increase the amount of quality public space with trials that test permanent change to transform and re-energise our streets during the day and as part of the 24-hour economy, to get NSW moving again.

Why was the trial extended until February 2024?

We extended the trial to allow for a thorough evaluation of the changes through the summer peak period. Noting it was only partially installed for the summer period in 2022.

Why are we implementing these changes?

The My Place - Avalon Beach Place Plan (adopted in 2022) details objectives and priority actions for improvement to Avalon Beach.

The Streets as Shared Spaces project will achieve several of these objectives and actions and improve connections and amenity in the village.

What consultation has been done on the changes?

Through the development of the Avalon Beach Place Plan, we undertook extensive consultation with the community, including changes to traffic arrangements and road closures. Further information is available here.

What is a 10km Shared Zone?

A Shared Zone is a road or network of roads where the road space is shared safely by vehicles and pedestrians. The maximum speed limit is always 10 km/h. This fact sheet prepared by Transport for NSW provides more detail.

Where can I park in the Avalon Beach commercial area?

On-street parking is available in the Avalon Beach commercial area, Avalon Beach carpark, Woolworths carpark and the Council carpark located in Avalon Parade.

The existing unrestricted parking in Barrenjoey Road, east side, between Avalon Parade and Old Barrenjoey Road has been changed to 4P (four hour parking) 7am – 7pm Everyday.

What are the changes to the local bus services?

The local 191 and 192 services now arrive and depart from the existing Bus Zone in Avalon Parade, outside Avalon Organics.

How has the direction of traffic changed in Old Barrenjoey Road?

Vehicles are now only able to travel in a south bound direction between the section of Old Barrenjoey Road, from the entry to the Woolworths carpark, to the intersection of Avalon Parade.

Vehicles will no longer be able to enter Old Barrenjoey Road from Avalon Parade and travel in a north bound direction to enter the Woolworths car park or access Barrenjoey Road.

Can I turn right off Barrenjoey Road to Old Barrenjoey Road?

Yes, Transport for NSW will remove the no right turn restriction to allow traffic to always turn right into Old Barrenjoey Road.

How will Council evaluate the project?

We are working closely with local resident associations and the wider community to seek on-going feedback during the trial through surveys.

We will also undertake traffic counts and pedestrian observation studies.

Who is funding the project?

The NSW Government funded the Streets as Shared Spaces – Avalon Beach project.

What other pedestrian safety improvement works are being planned for the Avalon Beach and commercial area?

We have been working with Transport for NSW to improve pedestrian safety between the beach and commercial area and plan to install a new pedestrian refuge with protective fencing in Barrenjoey Road.

These works are outside of the Avalon Beach Streets as Shared Spaces project.
